10TH NATIONAL DEVELOPMENT POLICY FORUM ON NPA’S EVALUATION OF UPE POLICY 

The National Planning Authority (NPA) will on Thursday, 24 October 2019 disseminate findings and recommendations from the recently concluded comprehensive evaluation of the Universal Primary Education (UPE) policy at the Office of the President (Conference Hall) starting at 2:00pm. The NPA assessed the extent to which the UPE Policy objectives have been achieved. In this regard, NPA has organised the 10th National Development Policy Forum (NPDF) under the theme of: “Taking Stock of Gains, Challenges and Lessons from the Comprehensive Evaluation of the Universal Primary Education Policy”. The evaluation covered six thematic areas: Policy, legal, regulatory and institutional framework, efficiency of school inspection in supporting the delivery of UPE, financing and costing of UPE, education modelling and forecasting, primary teacher training for producing competent teachers to deliver UPE, and efficacy of the primary school curriculum in supporting the realization of UPE. The Forum is a platform for the public to unreservedly debate national development issues, critical to the realization of the Uganda Vision 2040. The discussions will augment the findings and recommendations of the UPE Policy evaluation to better inform Uganda’s education policy. The Forum will be officiated by the Rt. Hon Prime Minister Ruhakana Rugunda, and the presenter of the paper will be NPA’s Executive Director- Dr Joseph Muvawala. The panellists will include: Dr Mary Goretti Nakabugo (Twaweza Country Lead and Regional Manager, Uwezo East Africa- UWEZO Country Coordinator), Mr. Keith Muhakanizi (Permanent Secretary-Ministry of Finance, Planning and Economic Development), Mr. Alex Kakooza (Permanent Secretary-Ministry of Education and Sports), Mr. Joseph Musoke (Municipal Education Officer- Kamuli District) and Mr Kiril Vasilliev- World Bank Education specialist. The general public has been invited to the Forum.
